Paper Title: Democratization as a Humanitarian Aim of War: Just War Theory and the Law of Peoples
Abstract: In this paper I argue that democratization is not a morally justifiable war aim except in a narrow category of cases; I consider whether democratization may be considered a humanitarian war aim in such cases; and I discuss the considerations that should be taken into account when a government deliberates about whether to wage war for humanitarian reasons. My argument draws upon both just war theory and John Rawls’s political liberalism, in particular his book, The Law of Peoples (Harvard University Press, 1999).
