| Abstract: | This paper is devoted to the strikingly important ways that various forms figure in the preparation, consideration, and adoption of valid statutes. First, statutes generally consist of rules. Thus, the formal features of a rule must figure in the usual draft statute. Second, a statute is not in oral but in written form. This in itself serves many ends, including essential record keeping. Third, the methodology of drafting takes a distinctive form. Fourth, the form of legislative procedure must come into play. Fifth, form enters importantly into the legislative decision-rule. |
