| Abstract: | Legislative deliberation engages the attempt to settle principles while attending fairly to interests in issue, represented by parties, lobbies, NGOs, Governments, etc. What is a legislator’s proper responsibility to his/her own constituency, political supporters and others? Can one balance local goods and common good? All this occurs in dire haste and with insufficient information. The ideal rational legislator is a helpful model, but uncomfortably distant from actuality. |
